Some US airlines are clear as to what size etc a ‘personal item’ needs to be to qualify as that rather than carry on.
ANZ is a bit vague.
I’m wondering if a bag which would be about the size of a largish ladies handbag would qualify? It’s actually a camera bag, but my cameras are in a wheeled bag I will use as my carry on item and it the other bag won’t fit in the wheeled bag and takes up all the spare space in my checked bag.
It won’t have much in it – headphones, kindle, pen, tissues, medication and so on.
I’ve travelled at times with a backpack maybe 40-45L and a laptop bag or handbag that holds a laptop. Never been questioned. Sometimes the smallish (36L?) roll aboard case has come on in place of the backpack. From what you describe you should be fine.
I wouldn’t see it as being an issue.
